Age Of Empires 3 Cards

Im playing as the dutch and i look down my halberdier card line and lo and behold is military reforms. im having trouble with this and some other cards.
Military reforms: should i get it? i use halbs excefivly so this is important for me to know.
Sloingen Steel: Like the dutch i use dopples a lot, and ive heard that this card isnt good because it makes the dopple easier to kill with ranged units
Shivajis Tactics: me and my friend want to know if this is worth it.
Dontarios and 2 Town Centers: is this better than 2 factorys?
Heavy and Extensive Fortifications: since a play defence, i would like to know if these are worth it
Advance Arsenal: is this a good card?

I say yes. Others might disagree, but I think the loss of damage vs. other infantry is worth the higher speed. Getting faster means more time on target and fewer hit and runs.

It depends on what your final army comp is. If you're using dopples as the bulk of your attack force, no. The trade off in damage isn't worth the loss in speed. Again, tine on target is huge for melee. However, if you just want uber pikes to defend your artillery and skirmishers from cavalry, and want a high-quality shipment to beef them up late game, I'd say yes, it can be worth it. One of the nice things about Germany is that they have many viable army comps.

Absolutely. I send that card even in 1 on 1 matches.

Not even close. Look at it like this: A town center is a slightly tougher tower that only shoots when you bottle up villagers into it. Factories are some of the best resource cards in the game, even as late as you get them.

Heavy Fortifications, no. It's just a tech discount, it doesn't unlock any new techs or give you any permanent bonus, it's effectively free resources that can only be spent on one thing.
Extensive fortifications, maybe. If you're using towers to control/monitor more of the map, I think it can be worthwhile. Your towers are tougher and you can build more of them. Now many players will tell you that while towers are tough, they're pretty easy to counter. They don't do very much damage, even after upgrades, and they can't move, so once fortress rolls around, their deterrence value is limited.

Yes. In particular, you want military drummers, which speeds up your infantry, and the gunpowder upgrades. Unlike Heavy Fortifications, AA gives you access to upgrades you wouldn't otherwise get.

Ill have to see with military reforms..i see that the game designers were trying to make halbs more evective towards calv, but since the ditch have ruyters, ill have to try that out for myself.
i use my dopples for seige/meat shield more than anything else, so does that have an effect on how to play the card? my army comp is mainly doppl, uhlan, skirms and every now and then maybe war wagons.

No need for halbs. Halbs are easily countered, use Ruyters if you need to fight of cav.
Dutch late game combo is Heavy Canon + Hussar + Ruyter.

No. Speedy dopples don't have a penalty vs Infantry, so they do kill *LI.

Advance Arsenal: is this a good card?

It can be a good card, sometimes. But before you send this you'll want to send eco upgrades and other military upgrades, like cav combat. If it's late game and you have send all this then you can send AA.
